Dangerous dogs: Germaine Greer’s view vs Pete Wedderburn’s opinion

What should be done to stop dogs from attacking people and other animals?

Germaine Greer put her views forward, among them:

Most dog owners don’t deserve to have them. It is cruel and stupid to keep even a small dog in an apartment, even if you don’t leave it alone all day five days a week.”

All dogs, even the littlest and yappiest, are capable of killing; no breed of dog is more aggressive than another. The problem with problem dogs is not their chromosomes or their heredity. It’s their owners.

She is correct in her belief that there are too many dogs in the wrong hands. And she is right that the problem is not dogs, but humans. What can be done about it?
